Found property at the airport no longer has to be given to the police.

3082 July 1980A Bill for an Act Relating to Air Transportation. (SB 866)Amends HRS by adding a new section to Section 261 relating to the promotion of safety and efficient use of facilities where air congestion occurs.  Allows director of transportation to adopt rules, regulations and standards which may include imposition of landing surcharges or differential landing fees, the assignment of particular runways for particular uses, the establishment of number of types of aircraft allowed to use each public airport, and similar measures to reduce peak air traffic usage at airports.

2437 July 1981A Bill for an Act Relating to Transportation (HB 1470)Amends Chapter 261-7 HRS to protect the duty free marketplace and thereby the tourist industry by limiting the number of duty-free operations at HNL to two and requiring that the State actively supervise their operations as a substitute for the competitive discipline of a free market economy. The Act expires on June 30, 1982.

(SB 2261-82)Amends Section 261-7 HRS to provide a means to displace unfettered business competition in the duty-free industry in Hawaii and to effectuate the state’s interests by limiting the number of in-bond operations to only one contractor, by providing that the department confer no right nor suffer nor allow any person to offer to sell, sell or deliver in-bond merchandise at HNL except as cargo, and by requiring that the State actively supervise the operations as a substitute for the competitive discipline of a free market economy.

(SB 2681)Amends Chapter 261 by adding a new section designated as Helicopter master plan; advisory committee.  Amends 261-12 by adding a new paragraph that no tour aircraft operation shall be permitted in any airport under the State’s control without first obtaining a permit.  It also gives the director of transportation the responsibility to adopt rules to regulate tour aircraft operations.

5924 April 1989A Bill for an Act Relating to General Lyman Field. (HB 1839)Changes the name of the airport to Hilo International Airport effective July 1, 1989. Names the passenger terminal “General Lyman Terminal” in memory of Brigadier General Albert Lyman, the first person of Hawaiian ancestry to attain such rank in the Untied States Army.
30913 June 1989 A Bill for an Act Relating to Special Funds. (HB 1842)Amends Section 261-5 HRS to allow the director of transportation to transfer from the airport revenue fund all or any portion of the moneys received by the department paid under a contract entered into as authorized by section 26-7 on account of the display, sale and delivery of in-bond merchandise displayed or sold at locations in the State other than on airport properties, as permitted under federal law without causing a violation of federal grant agreements, which the director of transportation shall determine, pursuant to rules promulgated pursuant to chapter 91, to be in excess of one hundred fifty per cent of the requirements of the airport revenue fund for the ensuing twelve months. 

All payments made under such contract allocable to the display and sale of in-bond merchandise at locations in the State other than on airport properties shall be deposited in the transportation use special fund but shall not be appropriated, applied or expended prior to July 1, 1990, except that such funds shall continue to be available and be used for purposes provided under section 261-5.
