(HB 2956) Amends Section 261-18 HRS to pay any DOT employee who performs fire, crash or any other aircraft emergency rescue duties with hazard pay of $25 for each and every drill attended; $20 for each and every response to a fire, crash or other aircraft emergency rescue call out; and or any fire, crash or other aircraft emergency rescue call-0out resulting in the actual participation in rescue operations, $50 for the first hour and $20 for each additional hour. 
149 15 June 1990A Bill for an Act Relating to Transportation. (HB 2960) Amends Section 37-53 HRS and 261-D relating to the transfer of special funds; establishes a transportation use special fund for moneys received by the DOT paid under any contract entered into as authorized by section 261-7 on account of the display, sale and delivery of in-bond merchandise displayed or sold at locations in the State other than on airport properties. Amends 261D-2 relating to the disposition of the transportation use special fund. 
274 25 June 1990 A Bill for an Act Relating to Condemnation. (SB 3247) Amends Section 261-32 HRS by allowing the director of transportation to assist displaced persons who move a business as a result of any land acquisition program of the state for any airport uses; allows director to grant a lease to of a site acquired by the department to remain on the site under certain conditions.

24 22 April 1992 A Bill for an Act Relating to Credit Cards. (HB 3044) Amends Chapter 261 by adding a new section “Use of credit cards to pay for airport charges”. The maximum amount that can be used on any transaction is $500.

332 28 June 1993 A Bill for an Act Relating to Transportation. (HB 173) Amends HRS by adding a new chapter to be designated “Hawaii Air Carriers.”  The purpose of the Act was to (1) establish a statutory scheme for the regulation of interisland air carriers, to the extent permissible under the constitution and laws of the U.S., and (2) Assist Hawaii interisland air carriers whose operations and revenues have been adversely affected by the reduced number of visitors now using their transportation services by authorizing DBEDT to guarantee loans from private lending institutions. 
59 6 May 1994 A Bill for an Act Relating to Aviation Fuel Set-aside for Emergency and Essential Services. (SB 2923) Amends Section 125C-3 to require that a percentage of petroleum products, not to exceed ten per cent of Aviation Gasoline, be set aside to alleviate hardship. The set aside is to be used for emergency and essential intrastate air transportation services. 
62 23 May 1994 A Bill for an Act Relating to the Airport Revenues. (SB 905) Amends Section 261-7 HRS to allow the department to impose landing surcharges or differential landing fees for the statewide system of airports; includes helicopters among the different classes of users; allows the director to enter into contracts, leases, license and other agreements with aeronautics users of the statewide system of airports; allows the director to develop rates, rentals, fees and charges in accordance with a residual methodology so that the statewide system of airports shall be, and always remain, self-sustaining; the director may set the rates, rentals, fees and charges at such level as to produce revenues which, together with aviation fuel taxes, shall be at least sufficient to meet the expenditures of the statewide system of airports, and to comply with covenants and agreements with holders of airport revenue bonds. 
146 8 June 1994 A Bill for an Act Relating to Hawaii Air Carriers. (SB 3322) Amends 261C-20 HRS, who is providing or has previously applied to the U.S. DOT for authority to provide air transportation as a direct air carrier and has proposed in documents filed with the U.S. DOT only to operate turnaround service between points with the State of Hawaii, shall be deemed qualified and shall be issued a certificate.

(SB 3292) Appropriates $75,000 for the development of a master plan that will help create an economical and efficient airport taxicab system with resulting benefits for taxi customers, taxi operators and Hawaii’s visitor based economy.

37 22 April 1996 A Bill for an Act Relating to the Adjudication of Vehicular Traffic Violations at Public Airports. (HB 3580) Amends Section 261-22 HRS  by adding a new paragraph, “(c) Any person violating any rule relating to parking of motor vehicles or equipment at a public airport shall have committed a traffic infraction as set forth in chapter 291D, the adjudication of which shall be subject to the provisions contained therein.” 
118 12 June 1996 A Bill for an Act Authorizing the Issuance of General Obligation Bonds and Making an Appropriation for the Reimbursement of the Airport Revenue Fund. (HB 3383) Authorizes the director of finance to issue general obligation bonds in the sum of $64.4 million for the FY 1996-97 for the purpose of reimbursing the airport revenue fund for funds used in purchasing two parcels of land in Kapolei 
19117 June 1996 A Bill for an Act Relating to Airport Security. (SB 1602) Amends Section 261-1 HRS by adding new definitions under paragraph 13.  Amends Section 261-17 by adding a new paragraph stating that “No person shall provide or be hired to provide armed security services at airports within the State without first submitting statements signed under penalty of false swearing by the person indicating whether the person has ever been convicted of a crime which, by law, would preclude th person from carrying or using a firearm in the course of the person’s employment, including a felony conviction in the State of Hawaii or elsewhere, and providing consent  for a criminal history record check by the FBI; requires fingerprinting; and permits the person to be charged for the criminal history check.

223 2 July 1999 A Bill for an Act Relating to Motor Vehicle Rental Industry.  (HB 765) Section 251-2 HRS was amended by levying a rental motor vehicle surcharge tax of $3 a day from September 1, 1999 to August 31, 2007 per day that a rental motor vehicle is rented or leased.  Part II of the Act clarifies the understandable and nondescriptive disclosure of airport concession rents and service permit fees paid to the DOT for access to public airports, while requiring U-Drive lessors to provide annual reports showing how such expenses were computed and stating their total amounts.
